East Central WI Regional Planning Commission (ECWRPC) is issuing this “Request for Proposals” (RFP) to conduct a study that examines the relationships between the built environment and active transportation safety for children and youth across multiple communities in the East Central Region.
The Consultant selected will work under the direction of the Safe Routes to School Coordinator for the completion of the work described within the RFP.
The purpose of this project is to study how policies, programs, and the built environment affects whether children travel to school using active transportation, injury and fatality rates, and physical activity.

What is the budget or budget range for the project?
Answer: Each proposer is encouraged to provide details sufficient to outline the project and a budget that aligns with the proposed scope of work. Proposals will be selected based on the best fit for the proposed scope of work.
Can the submittal deadline be pushed back?
Answer: Due to the review and approval process at the Commission, we are not able to adjust the proposal due date.
How many schools do you think will participate in the study?
Answer: We are hoping to have 4-6 schools participate in case studies with a mix or rural, suburban and urban schools.
The Final Report has been requested to consist of two documents: a full impact report and a visually appealing executive summary document. In what final format would the ECWRPC like these deliverables produced (electronic PDF, physical copies)? Is the ECWRPC open to the production of deliverables in non-traditional formats, i.e., website or digital map? If physical copies are desired, how many copies of each document would the ECWRPC like delivered?
Answer: An electronic PDF is perfect, physical copies are not needed. Yes, we would be open to non-traditional formats such as a website or digital map. We would be open to discussion with the selected consultant to learn more about what they are envisioning.
This study requires a significant amount of data such as crash, emergency medical services, school district academic performance, and truancy data. Is ECWRPC aware of existing local data sources, or would the consultant be expected to find these data sources?
Answer: We do have data sources in mind that would be intended to be starting points. We are hoping that we (Safe Routes staff and the selected consultant) can work together to develop a list of other potential data sources.
It has been previously indicated that the ECWRPC would like to include between 4 – 6 case study schools in the project. Has there been any update to the number of case study participants desired as part of this project?
Answer: There has not been an updated number of case study participants discussed. We would like to include the 4-6 schools as planned.
Will ECWRPC Staff coordinate with case study participant schools or is the consultant expected to do this coordination?
Answer: Our staff will do the initial coordination with schools. We have discussed the project with some schools. Once the initial coordination is done, the consultant can work directly with the school to coordinate engagement events.
